The program can be used to support students' work in English, language skills, history, and social studies.

Designed for use at middle school levels, Outstanding Hispanic-Americans is also being used at the high school level with students who need additional emphasis on reading and writing skills. The program is also suitable for use with advanced fifth and sixth grade students.

The content was developed by two recognized educators and researchers: Dr. Arthur Whimbey  and Dr. Myra Linden.

Dr. Arthur Whimbey is a major player in the critical thinking skills movement. His research and writing on methods of improving cognitive and academic skills are well known. In addition to his widely heralded books, such as Intelligence Can Be Taught; Analytical Reading and Reasoning; Analyze, Organize, Write; and Problem Solving and Comprehension, his articles have appeared in many professional journals. Dr. Whimbey's research has been successfully applied in schools and colleges in many parts of America, and has twice been reviewed in The New York Times.

Dr. Whimbey has served as keynote speaker or invited speaker for numerous national educational conferences including: the Association for Supervision and Curriculum Development; the National Association of Secondary-School Principals; the International Reading Association; the National Association of Developmental Education; the Michigan Developmental Educational Consortium; the Navajo Area School Board Association; and Phi Delta Kappa.

Dr. Myra J. Linden devoted 35 years to teaching English and speech in high schools and community colleges. During her years of teaching she conducted research and tested instructional theories. Her published works include (with Whimbey) Why Johnny Can't Write: How to Improve Writing Skills.
